Heat prevention guidelines New York City

On June 22nd, 2026 New York City Mayor Mamdani signed an executive order on extreme heat prevention. In doing so, the mayor and other government officials recognized how hazardous extreme heat can be to workers and the disproportionate impact on Black and Latino workers’ exposure to heat and heat-related illness.
This executive order is part of a bigger plan that was initiated earlier in June, where New Yorkers were encouraged to stay alert and be aware of heat exhaustion symptoms.
The plan includes the following major points:
The Department of Health and Mental Hygiene (DOHMH), New York City Emergency Management (NYCEM) and the Department of Citywide Administrative Services (DCAS) will distribute multilingual heat safety guidance for outdoor workers at the earliest opportunity. Guidance for inside workers will be issued by March 1st, 2027.
DOHMH will conduct a study on the relationship between extreme heat and workers compensation claims to determine whether heat illness can be considered a reportable health condition.
Every mayoral agency will develop and implement heat illness prevention plans for City employees and contractors.
The Department of Buildings (DOB) will review and strengthen construction site heat safety requirements.
City agencies must reinforce protections for outdoor workers, including access to bathrooms and workplace reporting requirements.
More than 2,200 LinkNYC kiosks will display directions to the closest Cooling Center, all within a 10 minute walk from each kiosk.
With extreme heat being a major problem for workers in NYC during summer periods, these protections aim to support the workforce from preventable heat related illnesses and unsafe working conditions. The application of this executive order is a major achievement for workers as it strengthens extreme heat regulations and imposes accountability on state agencies and employers.
